What school should I go to?

I want to major in Computer Engineering. I'm 29 y/o and I've been living in Miami, FL for three years. I have about 40 something credits with a 3.1 overall GPA and a lot of withdrawls I will permanently stop working in a month. So I expect my GPA to raise up dramatically. I have no money saved up :( I'm also hispanic. Dominican descent. I'll graduate with 70-80 credits in December.

My question are what good schools in engineering that can accept me and offer me a scholarship to offset my living expenses.

I will apply to the following schools:
UF - They have an articulation agreement with MDC in pre-engineering. Tuition is super low. Not too far from home, Orlando, or Tampa. :)
UM - They have an articulation agreement with MDC in pre-engineering. They have scholarships, and I can live with parents.
GT - They have an articulation agreement with MDC in pre-engineering. They have the best job outlook, from the research I've done. But students aren't very happy here.
FSU - They have an articulation agreement with MDC in pre-engineering. Tuition is super low.

I'm not guaranteed admission into any of these schools, and I don't want to go to FIU. Especially if I move to Texas, California, or even out of the country at one point.

GT will probably get you the furthest to where you want to go, but I would say UM overall.

Clearly the best school in the list, but it's very doubtful you get in, let alone get a scholarship.

What school can I get into? Preferebly nothing up north I'm sensitive to the cold.

"Students must attain a minimum overall Grade Point Average of 3.0 and a Grade Point Average of 3.0 in the math, science, and engineering core courses specified in the pre-engineering curriculum at MDC. "

All Data by Institution - Georgia Institute of Technology

Seems like you have a shot at GT as look as they have an opening and your math/science gpa is 3.0+

You won't get a scholarship from GT. Being Hispanic will definitely help in acceptance. I'd also apply for some Hispanic type scholarships.

Wow. That's a low GPA requirement. Honestly, I wouldn't go to Tech even if you do get in - most transfer students I've seen in engineering have a 3.5+ in engineering and still struggle to keep their GT GPA at 3.0. Many drop down to management.

^that's terrible advice. A lot of people in general switch to management from engineering. I was a transfer student for Cmpe and simply found that I had to study more at GT than at my previous school. I did well along with all the people I knew who transferred.
