What schools should I be looking at?

I am a community college student in California (mainly De Anza, but I do some online courses at Foothill), and I'm hoping to apply for transfer this fall. I am majoring in either Urban Studies and Planning/Urban Planning or Geography with an Urban concentration, and minoring in Anthropology (I am especially interested in Archaeology). I do consider my minor to be important to me, so I don't want to go to a school where it isn't available. Urban Studies and Planning is my first choice for a major, but I can go almost the same places with a Geography degree if necessary. My GPA is about 3.5. I took the ACT about a year ago and got a 30. My goal is to move on to graduate school for City and Regional Planning or something similar, then become a licensed urban planner.

Openness towards the transgendered community is of critical importance, since I plan to be out and proud, as is an urban setting. I would prefer being near the ocean (I am considering focusing on planning along coastlines, and I always did love the ocean), and I get around by bicycle and public transit, not driving. I am very dependant on financial aid (my EFC is 0), and I would prefer to stay in California. I'd go out of state or out of the country if the program was so good that it was worth the debt, but it would have to be a downright amazing program. I already pegged San Francisco State as a very strong option for me, but I'd like to have more than one option available. I've been looking at San Diego State, but I'm really not sure how open the city is to trans issues. Aside from those two, I'm really not sure what good options would be.
