Im currently a junior Majoring in biomedical engineering. My GPA is 3.16 and havent taken GRE yet. I suspect I will get between 1200-1300. I have done research on and off the past couple years and have my name in one or two publications as one of the later authors.

Personally I am really interested in EEG and EEG neurofeedback. I am in the process of constructing an EEG and want to get a neurofeedback system working by the time I apply to show it off.

I have encountered a problem recently: where should I apply for graduate school, what kind of program should I choose and what should I study?

I am currently in Ohio and would prefer a school within 200 miles of ohio.

Recommendations?

I am very ignorant of the graduate school process

The first thing you should do is read this thread:

http://talk.collegeconfidential.com/graduate-school/348756-graduate-school-admissions-101-a.html

Next, you’re going to have to do some research on your own. Your interests are highly specialized, and only you can tell whether a program might have the kind of research that interests you.

Last, you should talk to your academic advisor and other professors for their recommendations. Once professors know that you are considering graduate school, they are usually helpful, with lots of suggestions of where you should look. They won’t tell you where to apply, but they can steer you toward programs that you should look into.

Works wonders. Do some homework first then start asking questions.
