What should I do?

<p>Okay so my school is always late with getting fee waviers for tests such as the ACT & the SAT but luckily I'm registered to take both of them in the next two months. I take the ACT Saturday...the SAT December 4th. I really want to make most colleges early application deadline which is Nov 1 as well as participate in free college application week which is like the second week in November. So my question is should I just send my application off without the scores and send them later or it just better to send everything and just meet a later deadline? Also, after I take the ACT should I wait to take the SAT to have both scores or should I just go with the ACT score?</p>
