What should I talk about in my essays?

My stats:
GPA: 3.7 W / 3.4 UW
Courseload: 11 AP + Honors Courses by the end of junior year
ACT: 34 Eng / 35 Math / 36 Reading / 33 Science / 35 Composite
SAT II: 790 Math II (taking Spanish, Eng lit, Physics in October)
ECs: the typical volunteer work + clubs, interning with a senator, photography, track + field

My GPA is extremely low, and my grades have actually gone in a downwards trend since freshman year. I started to lose the ability to stay focused and actually want to do anything with my life, and was clinically diagnosed with depression. I started to take medication this year and things have been getting better, but it was too late into the year to raise my grades for the second semester of junior year. I'm hoping to raise my grades this fall of senior year. Should I mention my depression in my application? I hear that it's risky because colleges may not want people that are unstable/depressed, and I'm also afraid I'll sound like I'm trying to get past my low GPA with my depression.

Also I'm thinking about applying to NYU, UMich, UCSD, UCSB, UWisconsin-Madison, and UIUC for actuarial science. Do I stand a chance?

Any help would be greatly appreciated.
Thanks.
