I have an interview and my interviewer seems to be a girl in her mid 20’s. It’s a virtual interview over skype. Should I wear a dress shirt and a tie? Or is that too much?

Omit the tie. Look nice and presentable. But a tie in your own home is overkill (I assume you’re having it there?)
More importantly, ensure these: your connection, battery life (if Facetiming), good lighting on yourself, and minimal background noise (barking, kid sister blasting music, etc.)
