What Top Universities Are Need-Blind for Internationals?

There are a few schools out there which are 'need-blind' in admissions, but does not pledge to meet 'full demonstrated aid'. Plainly put, they can admit you even though you can't pay a penny but will not award you a financial aid package. Cornell and Georgetown are two examples. I am not sure if WUSTL is need-blind in admissions, but they certainly admit a lot of internationals without awarding them financial aid (two of my friends were victims). I guess these universities are just hoping that you can find some way to attend the college, maybe by finding a loan or a government scholarship, so that they can have you and yet not spend the money to finance you. It's like, you're an obviously eligible candidate (without considering your financial need), but not competitive enough to be awarded the limited aid.

But won't that screw up their freshman class ... if per chance the majority of the internationals admitted without aid really can't afford to come? They won't be issue an I-20 unless they can demonstrate that they have the financial means to support themselves. Wouldn't it look bad on the adcom if the % internationals drops below average?

I still think that a school is not really need blind to internationals unless it is explicitly stated on the website.

Q: Does Vassar offer financial aid to international students?
A: Yes, Vassar does offer need-based financial aid to international students applying as freshmen and is one of the leading providers of financial assistance to international students among American colleges and universities.

Vassar is not need-blind in the evaluation of international students at this time. However, if admitted, Vassar meets 100% of the candidate’s demonstrated financial need for all four years.
