I am an us citizen. I attended K-10 in asia ( indonesia ) 11 grade in california and 12 grade in indonesia. Will i consider as international student? Do i need toefl to go to community college? During 11 grade i am not in esl classes. I am in regular class with A in both semester ( english )

You are a US applicant because you are a US citizen. That is a good thing because it means you are eligible for more kinds of financial aid.

However, you may be required to take an English proficiency exam (TOEFL, IELTS, or another) depending on how many years you have been in schools where English was the language of instruction. Each college and university makes its own policy about this, so you do need to ask each of them.

You also need to find out if you will have been in California long enough to qualify for in-state tuition and fees at the community colleges. There is the chance that you will be considered out-of-state for every state in the US.
