Does he prefer smaller or larger colleges? Urban, suburban or rural? Northeast, Midwest, West, South?

He wants an urban school or a school close to a major city in Northeast and California. Preferably they would offer a substantial scholarship. His reaches are the Ivy Leagues.

One last question and pop goes the verdict: what major(s) would he likely declare?

Linguist and biochemistry, he hasn’t decided yet

An urban school in california that could work as a safety might be UC Santa Barbra, close to LA, low average SAT, and a beach nearby to boot. If he goes the bio route, the UCs are a good bet. Being a 1st gen is a huge advantage in UC admissions. Also, NYU schools are great (albeit expensive). Columbia would be a reach, his stats are in place however his ECs are really weak for ivies. LMU or Pepperdine in california might be good safeties as well. Good luck!
