I just read this somewhere, and am wondering what it means.

The oldest public university in a state, e.g. UC Berkeley is the flagship state college of California.

Some States have huge State University systems. University of Texas, University of California, University of Minnesota, University of Wisconsin come to mind. Each of those systems have a flagship campus...the most prestigious and resource-rich. University of Texas-Austin, University of California-Berkeley, University of Minnesota-Twin Cities, University of Wisconsin-Madison etc...

California has dual flagships...UC Berkeley and UCLA, both generally regarded in the top four public universities nationally, though like all such statements, it's arguable.

Like Alex said, it's the most prestigous public school in a state.

Ex:
University of Viginia- Charlottesville
University of North Carolina- Chapel Hill
University of Maryland- College Park
