I'm going to try to study for around 4~ hours a day for the rest of the summer for the ACT or SAT(Don't want to study for it during school year) and I'm wondering what test is it easier to study for?

If you are good at reasoning, the SAT in my opinion. The ACT covers things that, in my opinion, only come from a good foundation of classes. But you can brute force the SAT if you are good at reasoning. The ACT just needs you to pay attention in class and take rigorous courses imo.

In my experience, ACT. It has a lesser disposition toward arguable questions.

the ACT is much more predictable. but I can’t imagine what you could possibly study that would take 4 hours at all, let alone 4 hours per day

^taking practice tests.

but still 1 a day ALL summer? overkill IMO

Do other things in your summer, and as for the prep you would do fine with a practice test every week I think.

Yes, you will run out of material at that rate.
