<p>Actually it's easier for out of state applicants at the Virginia schools, generally they make up over 30% of an entering class, as compared to Carolina, which is limited by law to 17% (or 18%) out of state residents in each entering class.</p>
<p>(didnt finish my thought)...is not high. in comparison to schools ranked better, this percentage is higher than many</p>
<p>To reiterate, the top tier is the top 50 schools a.k.a. the top; 2% of schools in the country (give or take)</p>
