It's not mandatory, so when should you send in a mid year report? Only if your grades are stellar? If they're not so great (ie 1 C) would it be better to not send?

If USC requests your mid-term grades, then it becomes mandatory. If you choose not to comply with that request you will not be accepted, so it seems the “point” would be to gain admission to USC. It is my experience that most of you will receive mid-year grade requests.

If your grades are not requested and you feel they are sub-par, then don’t submit them and hope for the best.

Applicants selected to interview for scholarships are accepted before the mid-year requests go out and so do not have to submit them.
