this might be a silly question but I will apply to a few UC's for fall 09 semester. They require 60 units to transfer but by the time I will apply I will only be a second semester sophomore with 30-45 credits under my belt since the remaining 15 will be taken in the spring. My question is this: Do I need 60 credits by the time I apply or will I simply be asked to send in my spring transcript after I complete the credits?

probably by the time you enroll; i think there are places on the application to mark what courses are in progress. check with an admissions counselor at the school- they will answer those kinds of questions. good luck!

You do not need 60 units by the time you apply. You need 60 units completed at the end of the spring semester after which you are transferring. So, if you want to start at a UC in fall of '09, you need to have 60 units completed at the end of Spring '09.

I think they will look at your Fall '08 Grades, not sure about semesters after that. I think it is important to keep your grades up because they can rescind their acceptance. Also, if you don't get accepted and are able to boost your GPA in Spring '09, that could be a reason to appeal your non-admission.

Talk with your college transfer counselor or a transfer counselor at the UC school you want to transfer into, though. You can also post on the "UC Transfer" board.
