I know my nmsqt tests score and according to past cutoffs I should qualify got semifinalist. I was just wondering when semifinalist distinction would be announced and when the state cutoffs will be announced. Additionally, on college apps would I indicate semi finalist or finalists?

If you took it this past year (fall 2016), then the cutoffs will be out in September of 2017 I believe (give or take a few months).
On college apps, you would put commended currently, because you are not officially semi-finalist or finalist (thats what my counselor told me) yet until the actual cutoff is out. Judging from past cutoffs can tell you where you might be, but it is not fact (cutoffs can vary). Until they are officially out, I would not recommend you put semi-finalist/finalist because it would be extremely embarrassing if you ended up not making the cut and it would reflect negatively.
In order to tell whether you are semi-finalist or finalist, you would need your SAT score.
