By the end of the summer I will complete 30 units, and I know students have to send their application to UC on fall. My question is when can I send my application to the UC for admission? When I complete all the 60 units and then send my application for admission which is fall 2017 or Is it possible to send it this fall which is 2016 ?
It’s possible to send it this Fall, for Fall 2017 admissions, ONLY IF you are able to complete 60 transferable units by end of next Spring.
CC students who transfer in two years generally take 30 units per year, or 15 per semester (on average). In your case, if you will be taking 30 units for your sophomore year, then you can apply November 2016 for Fall 2017 admission. You cannot take summer classes next year.

@tonykk don’t forget to look into the TAG program for UC’s and see if you qualify, the deadline for that would be in September 
I’d recommend going to see an academic counselor and getting a checklist/plan for the next year done
