When can I/should I do this psych internship?

Hi, I just came across an internship for clinical psychology at a Naval Medical Center here in San Diego. Sounds too good to be true, my dad was in the Navy and I'm very familiar with this hospital. Also it is perfect for me because I am aiming for a PhD in clinical psychology some day.

What I am worried about is when I should do this internship and if I even would be allowed too. I just graduated high school and am starting my first year at a CC this fall, with plans to transfer to either UCLA or Cal for a BA in psych. So technically I am not even in college yet, you see. I am still, however, very very eager too do this internship. I feel like I would learn a lot. Does anyone know when to do these internships or if any credentials are required?

Here's a link, maybe you can understand it better than I can
WRNMMC - Psychology Internship, NMCSD

Why don’t you click the “Contact Internship Director” and ask him/her personally?
He/she won’t think it’s a stupid question; it shows interest, if anything.

It looks like its for students who are completing their PhDs and are required to complete an APA (American Psych Association) internship for graduation.
