When colleges give you there GPA average for admitted students is that weighted?

For example, on the Penn State website it says the average gpa for the admitted students is 3.55-4.0 . But I don’t know if its weighted or unweighted?

Uweighed no doubt. There is no uniform standard for weighing grades.

When average GPAs are given they are most likely unweighted.
