Do we really have to do so..? It's not required...for example they say 2 sat subeject tests STRONGLY RECOMMENDED but I have one good one and one bad one...so I don't feel like sending the bad one and only sending one ... and I'm not at the point where I can retake SAT's.

You don’t have to, but if it’s at all a selective school, recommended basically means required.

That means that they expect the subject tests except in circumstances like low income and/or first-generation-to-college students who may not have been properly advised to take the subject tests (such students should still take subject tests if possible, but colleges will likely give them more slack for not having them than for other students).

It means that if you don’t take the subject tests and submit the scores, you need to have a very good reason why not. “One of my scores was bad,” is NOT a good reason. They request/recommend them for a reason, and if you don’t comply when you could, you should expect your application to be passed over for someone who did.
