If they don't ask for SAT Subject Tests at all, they don't want them. As the admissions officer at one school that doesn't ask for SAT Subject Tests (UMCP) said in response to a question raised during an information session, "Take them if you want to. We're not going to look at them."

If SAT II's are officially "recommended" then they can be a factor and you should assume you are better off submitting them. Neither Indiana (and I assume you mean the one in Indiana) nor Mich require or recommend them and neither uses them for admission even if submitted (most colleges are like that).

For ones that want SAT II's, each college usually has a time by which they want them submitted or state the last testing date they accept and then the last date for submission is the usual time for sending by the College Board after that last accepted test date. The date by which your test scores must be there is usually after the last date for submission of applications, example: application deadline for UC's is Nov 30, but they accept test scores through the December test date which they receive in January. Generally, you do not send test scores along with your senior mid-term transcript because they want the official scores from the testing agency.

UVA specifically said in their info session that although they don't require them, sending SAT IIs can only help your application. They also said that NOT sending them will NOT hurt your application. If you send the SAT I, they're going to see the SAT II scores anyway.
