I know UNC looks at the applicants CSS and whatnot after their admissions decision. Is that true for all need-blind schools?

Need-blind schools only look at your financial profile after an admission decision has been made

. . . not only that, separate organizational elements of the university do so. Therefore, admissions never accesses your financial information.

It really depends upon the school how this works. In most cases, if a school is need blind in admissions, the admissions office never even sees your financial aid statements like FAFSA and PROFILE entries. That goes to the bean counters in the financial aid office. Often they are not even in the same locale on campus. Admissions has enough factors to consider in their job to start fooling around with things like your financial profile. So it doesn’t come into the picture at all.
