I was accepted to Tisch, but I am planning on minoring at a different school. am I supposed to ask for permission or inform them about my minor somewhere before I choose classes and stuff? or do all students declare their minors after a year in their majors?

You can usually declare a major/minor any time before junior year. I would, however, talk with an academic adviser during your first semester so you can map out your 4-year schedule. Doing this first semester shouldn’t affect you too much at all since you will be mostly taking pre-requisites and core courses.
