when and how do we know which books to buy for the courses? for incoming freshmen, registration process has not quite finished yet so do we just wait or go with preregistered classes?

i wouldnt worry about it too much. its still pretty early to buy textbooks. sometimes profs change the book lists. but, whenever you do it, try very hard to avoid the university bookstore. sooo damn expensive and the lines are ridiculous at the beginning of the semester; buy from amazon subsidiaries.

For your first semester, you will only find out your classes right at move-in time, so you can buy them on campus during orientation weekend. If you don’t want to pay those ridiculous prices/don’t want to wait in a ridiculous line, you can order online and wait for a while. For every other semester, you can order them online at efollett.com and pick them up at the store. They haven’t listed the books for classes anyway, so no need to worry.

If we buy them online though, will we get them in time?

Buying online may or may not work. Depends on the class. Look at the syllabus once you get it. Some readings you won’t even have to do until the end of the semester (you can definitely buy those later). If you’ve preregistered for a class and you’re fairly certain you’ll get it, go ahead and buy the book now.
