When is it better to apply for college??

<p>Hello, im currently finishing my AA from a community college and i want to transfer to a florida university like UF, UCF or FSU.
My GPA is 3.15 and i'll probably will be graduating with 90 credits because i changed to a major that requires more prerequesites.
I have a couple of questions:
1) Will the universities look into into my high school grades??(i think it was like 3.1 unweighted)
2)Will they look at my SAT/ACT??(950/23 i think)
3)I want to clep two math classes which i already took and got a B and a C(because i really didnt care so much about college like i do now) and i know i could improve those grades since i have taken calculus 1 and 2 so far and got A's. My big question is this, If I was going to take the clep exams on april-may because right now i dont have time to study for the clep exams, will it be better to way until the last minute to apply to a university so they could see i improved my grades and therefore my GPS would be higher?? or by applying too late my chances of getting in are lower than if I was to apply now??</p>

<p>4)If I was going to apply today to a university, when will they look at my application? now or in a couple of months. I'm asking this because im currently taking some requirements classes and i want to know if they are going to take those classes into consideration or not.
