<p>NYers with low SAT or ACT often don't apply to Binghamton because they figure they won't get in. Others with great credentials but low scores are rejected. If they did not contribute to decisions to reject students they would not be required. Did you know that scores aren't even required for most international students? They have to send the TOEFL which is a test of only the ability "to use and understand English at the university level". It is not a reasoning test or an achievement test. Even ETS says it is not a substitute for the SATs or ACTs. Bet NY'ers who did poorly on the SATs or ACTs do well on the TOEFL. Now isn't it a shame that NY residents whose families have often paid NY taxes for years (which subsidizes tuition) and who will probably settle in NY and pay NY taxes for the rest of their life can be kept from attending Binghamton by test scores that are not even required of International students. And, international students cost tax payers money because even though their tuition is higher, it is still subsidized by NY tax payers. International students don't pay anything near the amount NYers pay into the system. NY'ers are subsidizing the education of international students who get preference without any ACT or SAT scores over NYers with low ones. I don't think that is a good thing.</p>
