When to transfer?

<p>I am going to be attending University of Illinois-Chicago next fall. I wanted to go to University of Illinois-Urbana but I couldn't get in because of my grades. I had a couple of questions. When is the time I should be thinking about transferring? After one year or two? Also what do colleges look at when transferring? I want to major in Computer Science.</p>
