When U of I says priority applications must be in by November 1, what do they mean?

<p>"To apply during the Priority Filing Period, a complete application must be submitted online by midnight Central time on November 1" - taken from U of I's website
Does November 1 mean 11:59 PM tonight (October 31), or 11:59 tomorrow night (November 1)?
I submitted my application a while ago so I'm safe but my friend thought it meant 11:59 tomorrow night and now she's kind of nervous.</p>

<p>It means you have until the end of Nov 1 to apply, e.g., you could apply at 11:59 p.m. Nov 1. “Midnight” is officially always on the day that is ending not the day that is beginning.</p>

<p>And anything being mailed will be accepted if postmarked Nov 1st, or earlier regardless of whether it’s received a few days later, I believe.</p>
