Where does extra outside scholarship money go that isn't used in cost of attendance?

It is up to the school and to the scholarships. My daughter has several that can only be used for tuition, some that can be used for any billed cost from the university (room, board, fees) and still others that can be given to her as cash. The total of all of them cannot exceed COA.

This year for the first time her outside scholarships allowed the school to reduce one of its grants to her so the school made out but it was a wash for us.

@mommdc It depends on the scholarship. Back in the day I received an outside scholarship that was for 4 years of undergrad. When I graduated in 3, they allowed me to carry over the last year to grad school.
