<p>you have to already have submitted part I with the application fee.</p>
<p>then, when you click on part II, you should see “Recommendations” on the right.</p>
<p>You don’t submit the recommendations, your teachers do. I think what you do is submit your teacher’s email add, and they’ll get an email telling them how to submit their portion of the application on line.</p>
