Where should I apply for Engineering

College rankings and statistics are often conflicting and confusing so I was wondering if anyone here had any advice on where I should consider applying. I am interested in computer and electrical engineering at an undergraduate level. I will end up attending the best school I can afford, regardless of where it is. This includes international schools in Canada or Europe (it is even harder to tell the quality of international schools using rankings so any help here is appreciated).
I have what I consider a good GPA: 3.89 unweighted…
but very poor SAT scores: 1320 out of 1600.
I couple more pieces of information: I would like to be doing a lot of hands on learning, this is pretty important to me.
My current college list includes: Harvey Mudd, Olin college of engineering, McGill university in Canada, Rice University, Northwestern, and U of M Ann Arbor.
Any advice, including suggestions of colleges to consider and visit is appreciated. I could really use advice on some schools in Europe, particularly the Scandinavian countries. Thanks all!

Where are you applying from – that is, where is your legal residence? Also, what is your weighted GPA, and what honors/AP courses have you taken? Do you have any potential admissions “hooks” – such as URM, legacy, first-generation student, etc.?

Based on the information that you have provided so far, I think that Harvey Mudd, Rice, Northwestern, and U of M are out of the question.

Look into Worcester Polytechnic Institute in Worcester, Massachusetts; they have good project-based learning programs.

Take the SAT again or the ACT and try to get that score up. I agree with the above poster that Mudd, Rice, NU and UM are all high reaches with that score.

If you can get the score up, Purdue may fit your criteria.
