Where should I apply?

GPA: ~3.9 (got 89 in two quarters) transferred from a very competitive Chinese school to a small private American school.
Rank: 9th/10th:23/1368 11th/12th: n/a until graduation (so no rank)
SAT I: 1350 (CR+Math)
ACT: just took this month, think it will be ~30
SAT II: 800 M2 710 Phys.
AP: 5 in Cal AB and 4 in Phys. C (both were self-taught)
Intended major/minor: Kinda of interested in all STEM fields excluding any Chem and/or Bio related major (just don’t like them), so anything such as Civil Eng. CS. EE. (applied) Math. Physics etc. are all OK. After all I do not really think during undergraduate years I should only focus on one particular area instead of a broader one (probably the main reason why I want to study here).
Preference: LACs for I like suburban/rural areas, away from crowds and focus on my work. Preferring a small size of class.

BIG DISADVANTAGES:
Chinese
Need FA (Can provide ~ 30K/yr)

So you are a senior right now? You say you have recommendation letters. To be honest, you have left this until quite late. Most applications will be due in about three weeks.If you can afford up to 30k, you should be looking at colleges where your stats are well above the 50th percentile. Probably 75th or so. You will be looking at less selective colleges, probably where the admit rate is above 60%. Someone can correct me if I am wrong. Of course you might get need-based aid. Please check out Super Match, which is available here on CC. You put in your info and it provides a list of colleges that match your needs.
Are you eligible for resident fees for state universities? Don’t consider taking out big loans that you will spend your life repaying.The Financial Aid Handbook will be able to steer you right for finding affordable options. You will have to buy it, or get from a library. Please get started immediately though, it is very late in the game for you to just now be looking for colleges. To Lindagaf. Yes I am a senior and I have already applied to 3 colleges for EA/ED but to get 2 rejects and 1 defer.
All the commonapp stuff are all completed and PS is about STEM as well. Currently wanna try Carleton, Smith (where my scores are about 25th-50th) as my reach. But certainly have no idea what are safe school for me (maybe no safe school at all due to my need of FA?)
To newjerseygirl98. I am an international student (yes, another disadvantage) so not a resident of any state.

What I really think I need to do now is figuring out what colleges will be fit to me and I have a fair chance to get into, then start writing their supplement essays if there are. (Do not know if it is correct thing to do right now)

If you are female, you should try some of the second, or mid-tier Tech colleges. Consider Stevens Institute, Worcester Poly, UMass-Lowell . . .

At this late time, I think you should use the Super Match function. It will find colleges where you can get need based financial aid and maybe R merit aide (scholarships.) Might try Holy Cross in Massachusetts. HC has great science programs and offers good financial aid.
