Where should I be applying? Help!

The colleges I'm applying to are:
Villanova
Tulane
UMD College Park
JMU
BC
Penn State University Park
Lehigh
Rutgers New Brunswick

But I feel like this list contains too many reaches and low matches/safeties, and not enough matches.

My stats:

SAT: 1980 first time (720CR, 560M, 700W)
ACT: 29 first time (34E, 25M, 35R, 22S, 31 E/W) --> taking again next month
GPA: 94.33 W (school does not give UW average)
Will graduate with 7 APs and many honors classes. Senior year consists of 4 APs, 1 honors, and 1 regular class.
AP Exams: World History (4), AP Lang (4), US History (5)

Good EC's (many work opportunities, internships) and lots of community service.
Expecting good essays & recs.

What schools should I apply to as matches? Is my list realistic as of right now?

These are definitely realistic options and a logical set of schools to apply to if your circumstances make sense with them, but I would not call any of them safeties. Finding an additional, less selective university, possibly one that would let you pay in-state tuition, may be a good idea, though.

Penn State: Low match
UMD: Match
JMU: Safety
BC: High match
Tulane: High match
Lehigh: High match
Villanova: Match

For Rutgers, your intended major and your home state please…

No, you have a lot of matches and barely any safeties.

Villanova: match
Tulane: match
UMD College Park: low match
JMU: safety
BC: low reach
Penn State University Park: match
Lehigh: high match
Rutgers New Brunswick

Try Arizona State - Go Devils!

might add Holy Cross.
