Where should I be applying?

My unweighted GPA is not very good in my opinion: only 3.69 out of 4.0. While it's not bad, I don't think it's enough for the colleges I want to go to. I didn't try hard during my freshman year (mid B student), but since then I've become more of an A to A+ kind of student. I've definitely shown improvement, but I don't think that will be enough. My freshman year hurt me bad, to the point that even though I had a 5.2 (weighted) GPA last year, I just cracked the top 10%.

My SAT score is 2220; 700 Reading, 750 Math, 770 Writing. I'm taking the ACT's soon, and am expecting a high score.

I was sixth in the international DECA business competition sophomore year, in addition to being third in the state and third in the region. Junior year I was first in the region, but my journey ended there unfortunately. I also was a semifinalist in an entrepreneurship challenge at Penn State.

I've run cross country for four years, all on JV unfortunately.

I've been on the academic team for three years and was made varsity this year. Our team has done quite well in competition; we've won several awards.

I've acted and have been a leader of tech crew in a few school plays and several plays performed by a community theatre company.

I'm a shift leader at firehouse subs, and have worked there for nearly two years.

I've been in several clubs for a number of years, and my community service is relatively extensive. No trips to Africa or anything like that, but I believe that I get the point across that I care about others.

I was commended for the National Merit Scholarship. I am a member of the national honors society and French honors society (of which I am the vice president) and have been named an AP scholar with Honor (Not sure if that's a real thing, I just got a certificate in the mail from collegeboard, but I've gotten scam commendations before).

I have taken very vigorous classes, almost always the highest level offered.

So far, my AP scores are:
Calc AB: 5
English Language and Comp: 5
US History: 4
Euro History: 4

And this year, I'm taking:
Stat AP
English Literature AP
French AP
Physics 2 AP

In addition, this year I am mentoring a transgender freshman who is going through a really tough time in his life (lgbt issues, mom is sick/just had a baby, father is in jail, etc.)

I'm happy with most of my application, but my grades worry me. My freshman year really killed any chance I have at being really outstanding GPA and class rank wise.

Right now, I'm applying (from Pennsylvania, generally for business, economics, statistics if they don't offer the others) to Stanford (huuuuge reach, but why not?), University of Southern California, UCLA, Penn State, Pitt, University of Washington, Boston University, and the University of Texas.

Will I make it into these colleges? If not, what kind of schools should I be looking at.

Thanks for the help. Sorry for the long list.
