Where Should I Go?

I'm thinking about studying abroad next spring, and I'm trying to decide what country would be most appropriate. Unfortunately I don't speak a second language, and I'm hesitant to travel to a country where the majority of the residents don't speak English. (I feel like the barrier of trying to learn a new language would make it more difficult to interact/integrate into the local culture.) That being said, I don't really want to go to the UK or Australia-I'm looking for a balance between familiarity and total culture shock. I'm also an economics major, and any programs which have a development bent might be a good fit.

Suggestions?

Norway, Denmark, Sweden, Finland and the Netherlands come to mind.
