Your UM GPA is a 3.15. That's low compared to other applicants. Michigan's 25-75% range for GPA is 3.6-3.9. You're likely in the bottom 10% of all applicants.

I'm calculating your GPA using Michigan's formula, Soph and Junior years, 4.0 for an A, 3.0 for a B, etc, only academics, no grade boosts.

Considering your OOS, you're chances are more than slim with that GPA. An OOS student with a 3.15 GPA would need a spectacular SAT score for Michigan to consider them. Somewhere above 1500.

I don't think Michigan is realistic for you. Look at other schools, and don't count on admission at UM.

The fact that he's in the top 11% of his class should show the rigor of the courses offered at the school and therefore the michigan GPA would mean nothing. Many people with the 3.6-4.0 Michigan GPA come from schools with severe grade inflation and easy classes.

That would be true if Michigan considered Class Rank as a very important admission factor, higher than GPA, which they don't. Their #1 criteria for admission is GPA according to admissions counselors i've spoken to as well as stuff i've compiled from websites.

Whoops, I messed up his GPA. Divided by the wrong number

Sophomore: 3.6 UM GPA
English - 3/2
Global - 4/4
Math (H) - 4/4
Chemistry - 4/4
Spanish - 4/3

Junior: 3.5
English - 4/4
USH (AP) - 1/2
Math (H) - 4/4
Physics B (AP) - 4/4
Spanish - 4/4

Total GPA: 3.55

Of course, that's giving him the benefit of the doubt, assuming he's a junior and he actually gets all those A's.

You really need to step it up in US History. Even if you have all A's, Michigan doesn't want any D's. No college wants a D. That could be something they look at in admissions decisions.
