Where to apply for a good Computer Science college with my scores?

Hello guys,
I am an international student(from Romania ☺) and I have taken my tests and pretty much finished with all my contests till the application date in winter and i currently do not know where to apply. I am looking for a full financial package (~96-%97%) at the desired college since my parents are not able to pay. I am interested in studying Computer Science, more exactly System Administration or Software Development, and haven't decided yet where to apply.

I have taken a look at some colleges and i liked R.I.T. very much but i have found out that i can't obtain a full financial package from them, and i switched my focus to Boston University. ( I am trying to focus on one to get details because i really want to apply smartly and get accepted early)

Here are my stats:

I would appreciate any kind of awnser of where to go and study CS ( The univ should be in an urban/suburban region, have good co-op programs and should be able to give full financial support ) . I curently think of researching a bit more about Boston University,Texas University and Drexel University (And of course be 100% sure that R.I.T. doesn't give full financial aid packages), also i think that my sat scores should fit in the midrange of the university in order for me to get accepted (though i am not sure if i am right). I am eager to hear recomendations for good CS universities and/or if i should aim higher for my college picks even if i don't have good SAT scores. c(Ivy league maybe?)

Below are several lists to examine for schools that give aid to international students. Most US colleges provide no support to international students. Many of the colleges that do are very difficult to get into. Your standardized scores are weak, and hopefully the admissions officers will be able to overlook that long enough to realize you’re international and that your ECs are outstanding. Most AOs can manage this holistic approach.
