<p>i called them today, and they said they do rent to ppl under 21 with no surcharge; however, in order to rent a mini van or van or pickup u will need to be 21. btw, i checked uc storage website, and it seems citycarshare offer full size vans to student under 18, but with $160 annual membership fee =(</p>
