<p>Since these parties where underage-drinking occurs are not in public, your analogy doesn’t make much sense. Are you trying to express that if a large number of people conduct an illegal activity, then policemen would neglect to arrest any of them? I guess that that is part of the reason underaged drinking occurs, but it occurs mostly because the offense is minor, and the policemen understand that most college students have good enough judgement to remain safe while drinking (so it’s not harming anyone).</p>
<p>Up until it was overturned by the US Supreme Ct. a few years ago, Texas had a law that made consensual homosexual sex in an adult’s own bedroom into a felony. They actually charged people - it wasn’t just a paper law. </p>
<p>In practicality, there are not enough law enforcement resources to enforce every misdemeanor. The laws become tools to use when someone’s behavior rises to the level of creating problems for other people.</p>

<p>I mean, you may not like the idea of getting wasted, but you sort of have to accept it. People are going to drink, and there are fraternities, especially present at a big state school like UVA. You personally don’t have to drink, and trust me - there will be a lot of people who don’t drink either, but just understand that kids will drink, party, and do crazy stuff. It’s college. Maybe UVA isn’t the right school for you. Seriously look at other schools</p>
