i don't know where youre from but often Jesuit (catholic) schools like Santa Clara, Marquette, Gonzaga, Xavier, Loyola University, Loyola Marymount have great philospophy programs, plus theyre not ultra competitive

Pitt is one of the best. I'd recommend applying there for sure.

And like comingsoon said, Jesuit schools are also usually quite good.

not to undermine tomatoking, but should someone with a 3.6/29 ACT be looking into the same calibre schools?

vaaleainhoinen - Pitt is one to keep on the list. It's one of the strongest overall philosophy programs, and they have a nice honors college. Santa Clara would probably be at a good level for you too.

Brian Leiter, a law prof at Texas (with a PhD in Philosophy and JD from Michigan), has an excellent primer on philosophy programs on one of his websites, the Philosophical Gourmet. (He also has a well-known law school ranking website) Here is a link to the section on undergrad programs:

A couple programs he mentions that may fit your criteria admissions-wise include Vermont, NCSU, Pitt, SMU, Delaware, or UMass-Boston. As busy as he is, Leiter is pretty responsive to questions from prospective students... I have corresponded with him a few times and found him to be very helpful and down to earth.

P.S. I also agree with the advice on Jesuit schools - the Jesuit order tends to be heavily into philosophy and fairly free-thinking. Here is a link to a map of Jesuit colleges:
