<p>The question of costs to OOS students matters only if you’re applying to CA public institutions. Do you mean public colleges in CA? The UCs offer very little to OOS students; I don’t know about the rest. Please clarify.</p>
<p>Most likely the private universities in California would offer better financial aid/merit aid to OOS students since their tuition rates for OOS are not different than for in-state students. The UC/Cal States give very little aid.
You might want to consider (depending upon your STATs): Claremont Colleges, Occidental, University of San Diego (US), Santa Clara, USC</p>
