Would top colleges be more impressed with an applicant with a 3.1-3.3 gpa with IB courses or an applicant with a 3.5-3.8 gpa with AP courses?

the latter. while ib and ap are quite different, they're not different enough to account for such a grade disparity, particularly if at the same school.

i think they are different enough because i have two ap classes and i have A's in both of them while in all my IB classes i have B's...

agreed. 3.5-3.8 with APs is MUCH better.

A 3.5-3.8 in IB, of course. Being in IB is no excuse for lower grades. ;)

maybe that's because you're not interested in your ib classes, or you have more friends in those classes so you're distracted, or some other reason. i agree that ib is more rigorous, but it's just not different enough to account for such a disparity. i mean, the difference between a 3.1 and a 3.8 is huge. and also, unfortunately, many american colleges don't recognize ib to be as tough as it actually is.

i guess i made a mistake by taking IB classes....

IB classes are not that difficult! They are only tedious (except for Higher Level Art, please don't take that, it's hell, ¡H-E-L-L!). I would say APs are harder, although I never took one because they are not offered at my school.

haha not at my school

I haven't taken IB classes....but I don't think that a 3.1 is excusable....

what are IB classes?
