Which Do I Turn In First: Application or Recommendations?

I've always thought that I had to turn in my Common App. and Supplements in to the colleges first so they would have a file for me. Then I would have my teachers/counselors turn in their recommendations (hand-written, via mail) so the colleges can put those recommendations with my application.

But my friend said that I didn't need to turn in my college applications before my teachers/counselors turn in their recommendations. . .

Which do I turn in first: the application or recommendations?
If there is no particular order, which is suggested?

It really makes no difference. They start a file for you once they get the first part of you application, and won’t evaluate you until they get every single part. I would send in whatever part you can first after its completed, as they are generally more favorable the earlier you apply.
