i'm currently a sophomore in undergrad majoring in economics and math. i'm thinking of possibly pursuing a phD in econ after undergrad, so i'm trying to make really careful decisions about where i intern during my summers. last summer i worked for the infamous TARP/office of financial stability at the US treasury, but i'm really torn for next summer. i'm thinking about applying to a wall street bank, but i've also been referred to some international development internships and projects in africa for next summer. which one would be more useful on my resume?

It depends on what you want to specialize in for your PhD. If you want to go into financial economics, econometrics, etc. do the banking internship. If you want to focus on development economics, labor economics, or international economics do the Africa projects.
