<p>I don't know... Michigan takes a much higher % of out OOS than Texas, and Texas is impacted by two state laws that leave little room for OOS - the law requiring a minimum of 90% of undergrads be from in-state, and the infamous "Top 10%" law, which has already pushed the in-state % to over 92%.</p>

<p>Texas enrollment overall has been pretty consistently 92% in state, 4% out of state, 4% foreign.</p>
<p>Within the 92% in state kids, 81% were automatically accepted because they were in the top 10% of their H.S. classes.</p>
