UDel decent chance for merit aid there.
UMD competitive, but your stats are in the mix for merit there.
UConn I’m going to guess…not much as an OOS student.
Penn State not much as an OOS student
Rutgers New Brunswick…decent chance for some merit aid at Rutgers. Plus it’s your least expensive option to begin with.
