<p>UTA is excellent in Engineering, and Civil Engineering is its best sub-department.</p>

<p>GPA isn't everything. They look at SAT scores (how'd he do on those?), extracurriculars, personal qualities, etc. Maybe your friend was lacking in those departments?</p>

<p>They like to know what KIND of person you are (without necessarily comparing you with others' numbers/statistics). Because after a certain point, it's proven through transcripts and SAT scores whether or not you can do the work. The other question they press is "what else (other than academic work) can you contribute to the university?"</p>

<p>GOOD! Under "extracurriculars," put that you play guitar, and under "sports" put that you play basketball as an intramural. There, you have now contributed to the university by not being a total bookwork, but by being a well rounded human being. That's how you have contributed.</p>
