Which one is easiest?

Which is the safest/easiest university in california for out of state students?

None of them is really "easy" -
you have to have all A-G requirements
3.4 UC GPA out of state
and the SAT or ACT plus 2 SAT subject tests in two different areas
(University of California Admissions )
to be eligible to apply.

Then, the UCs reserve about 90% of admissions for California residents.

I know what you are asking though, and generally, the UCs can be divided into three groups: The MOST selective are UCB, UCLA, and UCSD. The middle group are UCSB, UCD, and UCI. The three considered "easier" (though they still only accept the top 12.5% of students statewide) are UCSC, UCR and UCM.

Because UCM is a new campus and is working to expand enrollment, highly qualified out of state candidates would probably be welcomed (up to the approx. 10% limit, of course).

Good luck!

If you consider <25% acceptance within state hard then UCB/UCLA.

If you consider 40-50% acceptance about middle then UCSB/UCSD/UCI/UCD.

If you consider 70+% easy then UCM/UCR/UCSC

Would it be possible to get into UCSD with a 2140 SAT and 3.7 UC GPA? And would it be unreasonable to try for UCB and UCLA?

^ It would be possible and it would not be unreasonable. (Especially if you are in-state.) The SAT is fine. The GPA is lower than the averages, but if you look at the detailed admit charts, there are students in that range admitted.
UCSD: http://www.universityofcalifornia.edu/admissions/pdf/ucsd_chart.pdf
UCB: http://www.universityofcalifornia.edu/admissions/pdf/ucb_chart.pdf
UCLA: http://www.universityofcalifornia.edu/admissions/pdf/ucla_chart.pdf
It would be tough at UCB and UCLA, but some are admitted. Good luck!
