Otherwise, I recommend that you apply to the College of Arts and Sciences (CAS). That’s usually where the pre-health majors are at Penn.

while applying for fall 2018 can i apply to both the 7 yr program and the undergrad school?

Try for 7 year dental, otherwise the college. You should be able to find application info online. I know for other dual degrees you do list a backup choice, it might be similar for bio-dental.
