This is a great question and I’ve researched some of them, but I haven’t used the school’s merit page. I’ve used a combination of two websites – Collegedata (which shows merit percentages and average amounts) and College Navigator (which shows on their “net price” tab how much a school will cost on average broken down by income level.
Merit amounts alone doesn’t tell you how much a school will cost for a family. That’s why you need both webpages’ information.

With that price point and stats, I think the focus needs to be on non flagship state schools.

Looks like it’s not too hard to get “net costs” down to about $20k per year. ($15k parents, $5k student loan). And if a student can work during summers and part-time during school year, the parent cost or loan cost could be lower…

S17 was around this range - YorkCollege of Pa ended up closer to $30k, as did Lycoming (which I loved!).
The listed stats are close to the automatic merit at Truman State University. The direct billed costs for out of state students is currently $23,731, and they offer OOS scholarships ranging from $3,500 to $8,000 per year. A 3.30 and 1230 SAT qualifies for a $3,500 scholarship:

Daughter has stats in this range. Couple of her merit awards resulted in:
Alfred University (Dean’s Scholarship) bringing COA (OOS) down to about $29K/yr
Montana State - Bozeman (Achievement Award) bringing COA down to $20K/yr for residents of western states (WUE).
Another thing about University of Toledo is that they have quite a good engineering department. They have a mandatory coop program which can lower the cost of an engineering degree even further.
Wingate University in N.C. will give about a $23k scholarship.
NMTech offers guaranteed merit starting at 3.0 GPA and 23 ACT/1130SAT.

Merit isn’t HUGE. In the $3K-$6K range, but NMTech’s COA is low. Under $18K instate; under $30K for OOS and internationals.
