Which score is better ACT or SAT?

I think I know which score people will say but still curious to know…

I took a practice ACT and my score was a 28 (without studying)
Took the real November SAT my score was a 1150 (didn’t study as much as I wanted to but I did study a little)

Which one do you think I should focus on?

with some studying and slight improvement (30 = 1400), ACT should be better option
